Like most South Africans, 'The Dog' is disappointed Ntseki and his team failed to take the country to the 2022 Africa Cup of Nations finals.
Bafana Bafana suffered a fatal 2-0 defeat to minnows Sudan on Sunday to end any hopes of another appearance at a major tournament.
"That's the decision they are going to take at the highest level but look, I've always advocated that you've got to have the best man for the job, that you've got to have Benni, then you've got somebody who is different," Barker tells snl24.com/kickoff.
"You've got to have people who have won things at international level or at any level like that. But I don't see the right guys being picked at times. So I'm not quite sure how you're going to turn it around. But you've got to have the right men for the job.
"Benni McCarthy would be a good replacement because when he comes he's going to have the respect of the players. He had ability to stick the ball in the net when he was a player and he will do the same when he's a coach.
"Ja look, it's going to be a big decision for him to make but really he's got pedigree, he's got the quality that you need to be a coach."
Barker suggests Ntseki was better suited to coaching the national youth teams, where he enjoyed some success before moving up the ranks.
"Look, he is a nice guy [Ntseki], he was under pressure, he shouldn't have been put under pressure like that," says Barker.
"He should have stayed in the job where he was doing a great job, he was building in confidence... and of course we get results like this.
"You know we've got a terrific country, great setup, wonderful stadiums. We've got nothing really that we could blame except ourselves. We've got to go back to the drawing board."
Barker was asked if the type of players Ntseki used for the qualifiers were of the right quality for international football.
"Well, there's a difference between international football and club football, but I think the Zwanes, Jalis and people like that are good-quality players, they can get you results," he replies.
"I thought we lost a good opportunity in the second game when we had these people on the back foot, that would have taken the pressure away. They were given the opportunity and they didn't deliver."
