SAFA and the PSL have been going back and forth regarding the return of professional football amid the Covid-19 pandemic, which in mid-March suspended the 2019/20 season.
The League had written to the Association to resume within the biologically safe environment on 18 July, but in their response a date of 1 August was proposed.
Motlanthe has since confirmed that the PSL is yet to agree to this date, though SAFA are doing everything in their power to have the match officials ready by next month.
"The first batch of referees should be arriving tomorrow [Thursday], so that we start with their medical tests. But as far as SAFA is concerned, we will be able to deliver all services expected from our side," Motlanthe told the SA Football Journalists' Association.
"Remember, the date of the first [of August] was not agreed upon, it was the suggestion from the Association, so we are waiting for them to come back to us.
"We wrote a formal letter to the League, after we met with the technical chairperson, to ask if we can meet and finalise all issues addressed.
"The response from the League was, 'We are consulting stakeholders, we'll come back to you.' So their position is [unknown], we are just waiting for them to hear what their stakeholders have said."
Reports have since surfaced that the PSL will hold an online board of governors meeting later this week to discuss the possibility of cancelling the season, and Motlanthe has conceded it would be a massive waste of all their hard work should such a decision be passed.
"It will come as a very big surprise for us because we all agreed on and worked for three or four months, so it will mean that work will be going down the drain and of course it will be a surprise," he added.
