Barker will always be credited with reigniting the SuperSport United Youth Academy product during his time at Mpumalanga Black Aces in 2013.
What followed was a big move to Orlando Pirates and despite having a great start at the Soweto giants, he was soon out of favour and returned on a free transfer last season, where he managed only five appearances in all competitions.
Qalinge is now back on the market following his release from the Tshwane club.
"He was dedicated, he was very talented and had the ability to win matches, but I don't know about his dedication to football," Barker tells snl24.com/kickoff.
"But he's young, I enjoyed having him at Black Aces. He was a terrific person, he was a good team man, so I think he can bounce back."
Barker does not agree with those who believe 'Section 10' took a wrong decision by joining Pirates.
"For me it was the right choice at that stage, he was the equal of anybody that Pirates had. But he just didn't get on with it unfortunately and I don't know how he was dedicated to the game as I said. He wasn't like Themba Zwane. But then again things bounce for you as a footballer, there are some good and some bad... he got it the wrong way."
'The Dog' also advises coaches that will work with the talented winger in future on how to bring out the best in the 29-year-old.
"He likes doing his own thing. I think the coaches that understood him are the ones that let him play because he didn't like to be told exactly what to do. Ja he is only a baby still and people pre-judge footballers. I always say the best time for footballers is 28 to 34.
"There's still lots of time for him and he can still win games for you. He wins matches, he is a top-class player. He's got to work hard, stay with the right crowd. He's got huge talent and I still think he will bounce back."
