The 24-year-old came through the development ranks of Brazilian club Esporte Clube Pinheiros before moving to the reserve team of Valenciennes in France in July 2017.
While in France he was then promoted to the senior team the following year but found no joy in earning minutes in Ligue 2 with his only appearance coming courtesy of a six minutes run in the Coupe de France.
After two years at Valenciennes, Costa went across the border to Belgium where he found home at Royal Excelsior Virton in the second-tier league before stints at Chaleroi SC, RWD Molenbeek, Royal Excel Mouscron, and SK Beveren.
"I have watched the boy and noticed that he is extremely talented and suited to South African football," says retired Brazilian winger Camilo Freitas who had a stint with Orlando Pirates in 1988.
Freitas spoke to KickOff.com from his Curitiba, Brazil.
"He will bring excitement to South African football and be the reason why fans want to come to the stadium.
"I think there has recently been an outcry about fans not coming to games in South Africa but in Costa I see someone that fans will looking forward to watching.
"The boy has some amazing skills and will make Sundowns win with style.
"He is the kind of Brazilian player that South African needs and is definitely a perfect signing for Sundowns.
"Sundowns will grow their fan base by having Costa because he is an exceptional talent.
"What will make it easier for him is the presence of all the other South Americans at Sundowns.
"In football, it is important to feel welcome and have a vibe with your teammates because these are the people that you play with," says Freitas.
Costa will have fellow South Americans in Junior Mendieta (Argentina), Marcelo Allende (Chilean), Erwin Saavedra (Bolivia), and Gaston Sirino (Uruguay).
