SAFA president Danny Jordan detailed a comprehensive formal complaint lodged with FIFA following Bafana's 1-0 defeat to Ghana on Sunday.
Jordaan made allegations of match manipulation while calling for the Group G fixture to be replayed.
"That's the only way they will be able to get it replayed, because if it was just a bad refereeing decision then I don't think it can be replayed because referees make bad decisions all the time," Tovey tells snl24.com/kickoff.
"But if it's an element of betting, gambling or cheating, then there will be a chance of the match being replayed.
"Of course I support the decision to fight it, but at the same time, you have got to realise that it's a big long process you know.
"Obviously I was also not happy, I mean that one incident was a diabolical decision.
"Thereafter there wasn't any other obvious decisions you know. But there only needs to be one obvious call then you can make it balance so they can't say you were favouring one team."
