Boateng has set his heart on playing for the Black Stars in South Africa but the BBC says an unnamed FIFA spokesman says the Ghana Football Association has yet to provide the full documents that will facilitate the transfer.
"This has not been made at the time of writing.
"Regarding Boateng, Fifa received a preliminary request but this is not complete, and as with the case above, Fifa are waiting for a formal request fulfilling all the requisites of Fifa Circular Letter 877."
According to Fifa regulations on international switches, the federation the player wishes to represent must provide evidence of the player's link to the country, including a passport.
Boateng, 23, who plays for Portsmouth, chose to play for the Black Stars ahead of Germany, the country of his birth.
His father is a Ghanaian but the midfielder played for the German youth national teams before deciding to represent the Black Stars.
His uncle Robert played for Ghana in the 1990s.
Another player whose switch has been held back is Adam Larsen Kwarasey. The ex-Norway youth international has a Ghanaian father and has expressed his desire to play for the Black Stars but the GFA has not taken it up at an official level.
Fifa ‘s revelation comes as a surprise after the GFA insisted in the past that it has lodged all the necessary documents with Fifa and were merely waiting for approval from Zurich.
Boateng is out injured at the moment but will be desperate for the switch to go through so he can take his world cup chance.
