Phillips becomes the fourth player to join Swallows in the transfer window after the arrivals of Falakhe Tshanini, Lantshene Phalane and Victor Bakah.
The 23-year-old only made four appearances under Gavin Hunt at SuperSport last season, but has now made the switch to Soweto for the new campaign.
