The 25-year-old has penned a five-year contract with the Hammers, and will switch alliances on July 1.
Nordtveit, who can play in defence and midfield, will return to England having left Arsenal for Germany in 2010.
The Premier League side have also recruited Valencia striker Toni Martinez for next season.
