The influential Serbian striker wore the armband in the club's last two matches in the absence of regular captains Itumeleng Khune, Willard Katsande and Bernard Parker.
Since his return from injury, Nurkovic has inspired his teammates back to winning ways as Amakhosi are undefeated in their last five matches, including the CAF Confederation Cup tie against Angolan side Primero de Agosto.
Tovey says only those at the club can determine whether making him a permanent captain will affect his game.
"I don't know, those dynamics can only be determined by people at the club, I can't make that comment," Tovey tells snl24.com/kickoff.
"Yeah because captaincy sometimes causes a burden, and sometimes it brings out better performances.
"He's a goalscorer and he's critical to Chiefs' success so you don't want to put pressure on him that much. Yeah he played very, very well on Saturday [against Stellenbosch] but you know he didn't score. He had one or two opportunities to score.
"Maybe he's just trying too hard now because he's a captain. Obviously the coach and him will know what the plans are with certain players. I mean you've got all the members of Khune and Katsande not in the squad, so who's going to take over now you know?
"I mean it's Chiefs, you can't go quiet. You've got to be a leader at Chiefs. You've got to make sure you are a leader in your performance and then it comes naturally. Ja so it's not easy for everyone."
