Mashego received the booking in injury-time on Wednesday at the James Motlatsi Stadium as Ea Lia Koto went down 2-0 to Amakhosi.
But referee Daniel Bennett booked Mashego in a case of mistaken identity and after reviewing his decision following the match, he wrote to Soldatos, SAFA’s head of referees Peter Sejake and to the PSL to notify them of his error.
"He cautioned one of the Free State Stars players in a case of clear mistaken identity.” Soldatos told snl24.com/kickoff.
"He went and he reviewed his decision at home because he said he had niggling concern about it. He immeditaly wrote to us to alert us to the mistaken identity.
“Fortunately it was just a yellow card and the game it was in the 93rd minute, so there was no harm caused."
When asked if Stars have been informed about the mistaken identity error made by Bennet, Soldatos, who has been a chairman of referees since 2003, said that is Peter Sejake's portfolio and not his.
"You see my particular portfolio is purely on the appointment [of referees for matches]," he added. "That is big enough and Sejake is the guy that deals with these type of things at SAFA."
In February this year, Baroka FC, who were then campaigning in the National First Division, had a second yellow card (equivalent to a red) handed to their captain Olelang Shaku.
It was later withdrawn after SAFA’s Review Committee found referee Zolile Mthethwa's error of mistake identity and Shaku's suspension was lifted.
