Zulu had a trial with the National First Division club after bizarrely being dismissed from Baroka without even playing a match for Bakgaga.
However, he failed to win the favour of head coach Moketi Tsotetsi.
"We didn't sign him [Zulu] because of the number of strikers in the team," Maccabi manager James Ndlovu told snl24.com/kickoff.
"We have Collins Mbesuma, Madoda Motha and Samkelo Nkosi."
Ndlovu confirmed ex-Orlando Pirates and Mamelodi Sundowns winger Lebohang 'Cheeseboy' Mokoena is still being assessed by Tsotetsi.
"Cheeseboy is still here and training with the team," he added.
He also dismissed rumours that one-time Mpumalanga Black Aces mentor Jacob Sakala was poised to take over the reins from Tsotetsi.
