Makudubela, 28, is a free agent having been handed his clearance by Pirates in July following a loan spell with Chippa United last term.
The former Golden Arrows man has since had unsuccessful assessments with Free State Stars and an unnamed side in the Czech Republic.
"He is training with Highlands Park," says a source.
"I guess it's still early to confirm if he will sign or not."
The Lions of the North are also yet to decide if they will hand a deal to Senegalese trialist Issa Sarr, who recently received his South African permanent residence permit.
Midfield enforcer Sarr, 31, likewise left Bucs in the off-season.
