The South African soccer legend says it is not for Ntseki to decide if foreign players should be selected for Bafana Bafana.
"Listen, if somebody's got something that we don't have and is available, and we are talking about achieving things in the national team, why can't we make use of him?" Ngubane tells KickOf.com.
"Because what we need, it's success. This is a national team, not Ntseki's club. It's not [Danny] Jordaan's club. This is a national team my brother. And there should be a team of coaches that recommend players that need to be used locally and overseas. Not Ntseki alone."
Ngubane believes there are not enough creative players being selected for the national team, which is hindering South Africa's ability to compete internationally.
"There should be a panel where Ntseki will sit and explain why did he leave out [Fortune] Makaringe, because he's doing well," he continues.
"And how did he select Ben Motshwari and left out Makaringe? How did he select [Sibusiso] Vilakazi at Sundowns and left out Themba [Zwane]?
"Why is he choosing these type of players when we have players who can create something from nothing? Don't we need people who are creative? We only want people who are going to mark?
"Right from the word go... you find a coach telling a player who has not yet received a pass, 'Don't lose it!' Instead of saying, 'Finish him!' [Laughs] The boy hasn't even controlled the ball but you are saying don't lose it."
