The 21-year-old is said to have found the back of the net 17 times in 21 matches for Ezenkosi last season.
Baroka has beaten the likes of Maritzburg United and Chippa United for the striker's signature.
The Limpopo club signed the player on Friday in Mpumalanga while Maritzburg and Chippa were still waiting to find out first if they will be relegated or not.
While the Team of Choice managed to book themselves a spot in the PSL play-offs, the Chilli Boys are now safe from relegation.
It was Mtombeni's goals that saw Cosmos finish third in the Gauteng ABC Motsepe League last season.
"Sniper", as Mtombeni is known in football circles, has been tipped to be the next Phil Masinga and Nkosinathi Nhleko.
