Last month, the KPL suspended the campaign indefinitely in response to the coronavirus outbreak in the country and at the time Gor Mahia led the table with 54 points after 23 games played.
And now after government confirmed an extension of the regulations such as the ban of all public sporting facilities and inter-country travel it's been made clear the league would not be able to end by 8 May.
Mwendwa took to Twitter on Thursday morning to confirm the league will not resume, with the argument that with 68 percent of matches have been played and therefore K'Ogalo are able to be declared champions.
"Congratulations Gor Mahia! You are champions once again and you will represent Kenya in the CAF Champions League next season," he wrote.
While it is still unclear how relegation from the two top leagues will be effected, Mwendwa also confirmed that Nairobi City Stars have been promoted to the top-flight.
The Kenyan giants have now extended their record to 19 league titles since being formed in 1968, while AFC Leopards and Tusker trail them with 12 and 11 respectively.
