The 19-year-old has signed a four-and-a-half-year deal.
According to The Athletic, several Premier League clubs had the centre-back in their sights, including Chelsea, Arsenal, and Brighton Hove Albion.
Moreover, the publication claims that Real Madrid also wanted to sign the player, but their efforts were halted after Palmeiras insisted that they would only sell Reis to them after the 2025 FIFA Club World Cup.
City are also reportedly close to completing a deal for Uzbekistan international Abdukodir Khusanov from RC Lens.
