Having penned a lengthy six-year deal at Stamford Bridge following a medical on Thursday, the Spanish left-back joins Raheem Sterling, Kalidou Koulibaly, Gabriel Slonina and Carney Chukwuemeka as the club's first signings of the post-Roman Abramovich era.
"I'm really happy," Cucurella said, per Chelsea's official website.
"It's a big opportunity for me to join one of the best clubs in the world, and I'm going to work hard to be happy here and help the team."
The 24-year-old was also linked with a switch to Manchester City as he was seen as an ideal replacement for Oleksandr Zinchenko, who joined Arsenal last month.
However, the Premier League champions were not willing to meet Brighton's asking price, which allowed Chelsea to swoop in.
