According to Football Insider, Spurs have made an offer to the Brazilian winger who will be one of the high-profile agents available on the market.
Mourinho is said to be looking to reunite with the player he signed during his second stint at Chelsea in 2014, beating out competition from Spurs at that time.

The Brazilian has been a star for the Blues since the restart last month, after registering four goals and three assists.
Mourinho did reportedly try to sign Willian during his time at Manchester United, as he was not a big fan of Anthony Martial.
