Dikwena unveiled the former Bidvest Wits goalkeeper as one of their 13 recruits on Thursday.
The 22-year-old, who has penned a two-year contract with the option of a further year, will battle Mbongeni Mzimela for the number one jersey in Rustenburg.
"I'm honoured to be back and it was one of my goals this season," Hoffman tells KickOff.com.
"I have had two good years at Vasco in the NFD and I want to thank them for the opportunity but it is time to work and focus now.
"But obviously I want to cement the number one spot in the team and be better myself and make a name for myself in the PSL.
"This chance will also help me to get my name back on the map both locally and internationally."
Hoffman has previously been called up for the South Africa U-23 team, but was left out of the squad for Rio 2016.
