The 27-year-old's switch from fellow Eredivisie side Ajax Amsterdam has been confirmed by Vitesse, following the successful completion of his medical on Wednesday.
The Vitas ended fifth on the league standings at the end of the 2016/17 season, thus gaining qualification to the 2017/18 Europa League campaign.
Speaking to his new club's website, Serero believes he is well-suited to the style of play of Vitesse, and seeing them lift the 2017 KNVB Cup earlier this year convinced him to join the team.
"I had a successful period at Ajax [Amsterdam] when I played a lot [in the first two seasons], but that was followed by a disappointing period when I wasn't a regular starter," commented the Bafana playmaker.
"Now that my contract has ended in Amsterdam, it's time for a new club. I know Vitesse to be a good football club and last season I saw them winning the cup.
"I believe that my qualities fit perfectly with Vitesse's style of play, and playing in the Europa League is also a nice challenge for me."
Serero has signed a three-year deal stretching through until June 2020.
