Makgalwa was loaned to the Team of Choice by Mamelodi Sundowns at the start of the season, but after playing 19 matches in all competitions for the club, he was released by the relegation threatened.
Maritzburg chairman Farook Kadodia told KickOff.com earlier this week that Makgalwa was no longer in their plans, so they decided to let him go, as he returned to Gauteng.
Notoane has included the 22-year-old in his provisional squad ahead of a U-23 Africa Cup of Nations (AFCON) against Angola next Friday, March 22. The AFCON serves as a qualifier for the 2020 Olympics in Tokyo.
“We are a national team and what we know is that Maritzburg terminated a loan agreement with regards to Keletso Makgalwa, who played 18 [league] games for Maritzburg by the way. He is a very talented boy who graduated from the under-20 [FIFA] World Cup,” Notoane said after he announced his provisional squad on Monday.
“It was important for us, with this provisional squad, to widen the base as far as possible. We saw it fit to bring him in and evaluate his match condition at this particular time. I am not too peturbed with his match condition, because he played 18 games for Maritzburg.”
Notoane will name his final squad to face Angola next week.
