Arrows surged into an early lead through Bafana Bafana midfielder Kagisho Dikgacoi, but found themselves 2-1 down after 20 minutes when Stars replied with goals from Tshepo Mashego and Sthembiso Ngcobo.
However, Mauricio Pequenino scored his first goal for Abafana Bes'thende on 63 minutes to ensure the points were shared.
Arrows got off to a perfect start when midfielder Dikgacoi headed home from close range just six minutes after the kick-off.
But the visitors were level in the 11th minute when Mashego got on the end of Ruben Cloete's fine cross and beat goalkeeper Nkosana Maseko with a headed effort.
Ea Lla Koto took control of the game a further seven minutes later, with Ngcobo shooting into the back of the net from within the penalty area to put his team 2-1 up.
Just past the hour mark, Arrows made it 2-2 thanks to new signing Mauricio Pequenino, who scored with a header from Philani Shange's cross.
The visitors responded by introducing prolific striker Diyo Sibisi, who had scored twice against Arrows earlier in the season, but even his presence couldn't inspire Ea Lla Koto to three points.
Stars stay in fourth place on 27 points, five adrift of leaders Ajax Cape Town. Arrows move up to 24 points and retain their sixth position.
