Sundowns identified the left-footed Mekoa as a replacement for Keagan Dolly following the latter's switch to French side Montpellier in January.
While the clubs initially agreed in principle on a transfer two months ago, Kadodia has now cast doubt on a deal being struck.
"At the moment Mekoa will remain a Maritzburg player until such time there's any interest we feel that has got to be considered, then we'll look at it," Kadodia tells KickOff.com.
"But otherwise at the moment he's a player at Maritzburg and he'll play for Maritzburg this season.
"With Sundowns, there was an agreement in principle but I was quite disappointed that Sundowns, to use the analogy of a light switch, could make a decision regarding a player and then turn off the switch if they don't want a player.
"So I don't think that is how professional business is done. I think the only arrangement was for Sundowns to have a meeting with Deolin and sort out his personal terms.
"The thing is that football has its dips and if the player never appealed to Sundowns in this past season it is unfair for them to call off the deal."
The 23-year-old Mekoa scored twice in 26 league appearances in 2016/17.
