According to a source, Martin could switch alliances before the transfer window closes at the end of the month, or in the new year.
"The deal is on the cards and it's just a matter of time if he'll go now or in January," the source tells this website.
"Martin has really proved his worth and value within a short space of time and has become a vital part of Cape Town City.
"However, players need to secure their futures as well and Martin is no different.
"He will undoubtedly add value to Pirates, hence I think it's a great move for him."
Citizens chairman John Comitis, however, is adamant the 24-year-old is staying put.
"You must be joking," Comitis says.
"Not a chance in hell. [Coach] Benni McCarthy would kill me should I sell Martin."
Martin penned a new contract with City in January that will run until 2023.
