The 26-year-old midfielder joined the Buccaneers as a free agent after his contract with Leopards expired last month, but not before helping the Limpopo side gain promotion to the topflight via the play-offs.
"I believe he will fit in at Pirates," Masutha tells KickOff.com.
"Because technically he is the best. He's got power, shoots spot on, he will never give you an attitude, he is alright.
"The only thing for him is just to ... if they encourage him and allow him to play the way he used to play here, he will shine at Pirates and he will create lots of opportunities.
"Me, I don't have any doubt about him. He is a quality player, got very good quality and he can shine there.
"Losing him, it was a big blow. He was our main man in the middle, him and [Phathutshedzo] Nange. So obviously we have to find someone who will fill this space."
