Suarez, who netted 31 goals for Liverpool this past season, was previously sidelined with a knee injury, sustained on the eve of Fifa's flagship competition.
"At no moment did I think I would lose the chance of playing in the World Cup. I've never thought that during my recovery," Suarez is quoted as saying by Ovaciondigital.com.
"Now I am 100 percent."
The 27-year-old added that he intends to exploit the Three Lions' "defensive deficiencies". Roy Hodgson's men lost 2-1 to Italy this past weekend.
"I know all the players in the England squad, I know some of them because they are team-mates or rivals," Suarez said.
"They have defensive deficiencies and we can take advantage of them."
