Morocco have expressed reservations over staging the event, starting in January, due to fears sparked by the Ebola virus outbreak in West Africa.
The north west African nation has asked if the Confederation of African Football would consider postponing the competition. CAF responded that they will discuss the matter when their executive members meet in Algiers on November 3.
Several countries have been requested by CAF, including South Africa, to be on standby should Morocco withdraw from staging the tournament.
Mbalula, however, declared on Twitter: “South Africa is not the Big Brother of Africa & thus we won't be hosting #AFCON year after year..."
“Hosting AFCON next year is a NO NO,” he added.
