The Three Lions, who have a Euro 2016 qualifier against Slovenia on June 14, battled to create chances at the Aviva Stadium in Dublin, while the hosts forced Joe Hart into action on occasion.
"Jack Wilshere probably the only one who played well. Chris Smalling did quite well I suppose," Scholes told ITV.
"Apart from that, on either side there was a real lack of quality. A waste of an afternoon really," added the retired 40-year-old, who earned 66 caps for England.
Fellow ex-international Wright was likewise dismissive of the display.
"You just think abut the time of the year to play this kind of friendly, which I thought was going to have more passionate and more drive about it," he said.
"The boys just looked tired and there was nothing. I felt sorry for the fans."
