The 22-year-old striker completed a reported €22-million (R260-million) transfer to Milan on deadline day, although reportedly his former club Manchester City have first refusal if he moves again.
Paolo Berlusconi is the younger brother of club president and former Italian prime minister Silvio, and is the publisher of a right-wing Italian newspaper, Il Giornale.
The younger Berlusconi was attending a rally for a candidate for his brother's right-wing People of Freedom party when he described Balotelli as “negretto di famiglia,” the incident was caught on film.
The clip, which is being featured on the website of the Italian newspaper La Repubblica, shows him saying: “Okay, we are all off to see the family’s little nigger. He's a crazy head. All the young ladies are invited as well – you can even have a chance to meet the president [Silvio Berlusconi].”
Another race row looks set to break out in Serie A, after Balotelli's Milan teammate Kevin-Prince Boateng recently lead a walk-off during a friendly against Pro Patria after being racially abused by the Lega Pro side's supporters.
