But striker Osaze Odemwingie has been ignored in what could signal the beginning of the end of the West Brom forward's international career.
Also out is left back Taye Taiwo, who has also been overlooked since a Nations Cup qualifier against Rwanda.
Shittu has not been involved with the Super Eagles since Samson Siasia's last game in charge, a friendly against Ghana in which he was called up as a back-up.
But with recent defensive frailties, Stephen Keshi has called up the 32-year-old to bolster his defensive options.
However, with a surfeit of attacking riches, Keshi appears to have decided against the outspoken Odemwingie.
The squad is composed of 14 domestic league professionals and 18 from the foreign legion.
The squad will be led by skipper Joseph Yobo, who has appeared five previous tournaments from 220 to 2010 and is Nigeria's record international player with 89 caps.
All 16 participating countries have until midnight of January 9 to submit their final list of 23 players to CAF.
NFF executive committee member Barrister Chris Green explained that 14 home boys will travel to Portugal to be joined by 10 overseas-based professionals for the clash with Catalonia on January 2, with the remaining eight foreign-based stars to link up with the squad on January 4.

My criticism of KESHI is based on facts, not on sentiments. This guy is about to do sink the hope of our national team doing well in ANC with his proposed list of foreign-based players to invite for the tournament. Who in their right mind invites Bright Dike & Onazi to the Super Eagles camp at this phase of ANC preparation. Kayode Olarenwaju is by million-miles a better player than Dike. Players like this should have been given a chance to stake their claim in the team, same applies to Ezekiel Imoh, Leon Balogun, & Lukman Haruna. If KESHI had invited these guys, competition for positions would have intensified. These will insure that KESHI had explored the talents available to the our team. At this moment, an ideal team for Nigeria or possible candidates are:

R.Ibrahim is a complete wild-card, we do NOT know about this guys capability since he was not even considered for U23 team. We should not advocate for his inclusion solely based on U17 championship in 97. He needs to prove a lot to be considered in this team because this guy does not make Celtic bench for goodness sake. WHY is Haruna not considered?
Haruna deserves to be in this team. He is in-form and plays for Dynamo Kiev as a starter.
Uzoenyi looks very likely to be picked for ANC since there are only 3 guys that are attacking midfielders in the team.
I'm done following this debacle KESHI is subjecting Nigeria to because pooling these last minute inclusions and some below quality players in the team justifies my stance that he will continue to experiment \"REBUILD\" our team in a major competition. This is a DISGRACE, UNPROFESSIONAL, & NON-PATRIOTIC of KESHI.
keshi was the former green eagles captain under westerhof of which i authoritatively believe he knows the desperation and the expectation of all Nigerians when it comes to football issue

Good Shittu is in but Rabiu has not even played for Celtic in any league and Champions league match this season. I bow for Keshi oo. Bright Dike is on the list and Osaze is not. Keshi Keshi. Ejike Uzoenyi on the list and Sone Aluko is not.
To be honest, some may call me unpatriotic, but I wish we get kicked out early so Keshi can be fired cos he is a corrupt coach and does not pick based on form like Siasia. Apam omitted with some crap local players on the list.

When Rabiu Ibrahim was not even gettting onto Celtic's bench, Aluko was destroying Celtic's team single handedly for Rangers. I bow for Keshi for leaving out best player in English Championship for last month and the only free kick taker we have now.
With the number of chances ejike has had, playing him again and again is like cracking a stone to open. Super eagles stuff is not in him. If it's in you, it should not take you more than 2 or 3 matches to break into the team and make your Mark.
