The Free State side finished their group undefeated with 10 points from four matches.
They join Western Cape side Milano United FC who also qualified to the NFD by also winning their group on Thursday.
The two teams will play against each other on Sunday at Seshego Stadium in the final of the Vodacom Play-offs.
Baroka came to this match needing a win to qualify as they were second on the log, two points behind Roses, but conceded a goal in the first-half as John Tlale’s men took an early lead through Patrick Ngidi.
They came back strongly in the second half and go the equalizer trough Olaleng Shaku from the penalty spot.
However it was not enough as Roses defended well to hang on for the draw and get their qualification.
